The problem addressed relates to the insuffiency and inadequacy of the formal schooling system. It affects learners of all ages, applies to education at all levels and transcends the separation between academic and vocational learning. Efforts to improve formal education need to continue. At the same time, there is an urgent need to explore new and complementary routes to learning.
